It's a subtle yet revealing detail in Exceedraft E13 for the audience to first learn who exactly Kogure is to Ken through Kosaku and Hayato. Exposition does triple duty in advancing the central case, developing the central character and establishing his dynamic with those close to him.
Their dialogue implies that Ken has talked at length about his school days, right down to the detail of who he's close with. We can infer that Ken's teammates care enough about him to listen to and remember personal details irrelevant to the cases that they take on as police officers.
We’re far from the days of the early Metal Hero shows in the Showa era with exposition occasionally delivered by voiceover narration to explain the characters' thoughts and decisions. We also get a picture of the Exceedraft's team easy and casual dynamic that's a first in the Rescue Police trilogy.
For the teams of the two shows in the same series as Exceedraft, they have a more formal dynamic as the members of Winspector and Solbrain address one another with the formal '-san' honorific and hardly discuss their private lives and histories. Exceedraft members interact and socialise with one another like an informal Super Sentai team, largely because of Okuma Ken, who visually resembles a Super Sentai hero the most when out of suit and in regular clothes that incorporate some yellow, since he is the yellow member of the show's main trio.
Ken's openness in sharing personal stories differentiates him from Kosaku and Hayato, who so far have yet to directly reveal even a hint of what had happened in their past. Details about their histories are revealed through their commander when he acts as the team's father figure.
We know about how Hayato's partner sacrificing his life to save Hayato and the tragedy's effect on Hayato through Commander Katsuragi recounting the story to the father of Hayato's late partner. In a similar manner, we learn of Kosaku being affected by his mother dying in childbirth when the commander reveals the bit of Kosaku's personal history to Kosaku's teammates.
Episodes centering on Ken imply that he actively shares with his teammates anything and everything that he has gone through. E13 shows that his teammates know what happened to Ken years ago in his university days. In E15, Ken arrives at work with the others already hearing about him meeting a pair of wannabe rockstar brothers, which in the episode happened to Ken just the night before the team discusses the event. And in E24, the Exceedraft members discuss Ken taking Masaru for a drive with his old friend in what seems like minutes after it happened. Scenes of the Exceedraft members discussing events and details about Ken which they could only learn from Ken suggests that Ken talks openly about himself to become closer with those around him.
Ken's implied desire for closeness allows us to connect his in-universe fame with what drives him as an individual. In being featured in newspaper articles, Ken perhaps seeks not to become well-known, but rather for others to know him well. We can then read his drive to compete with others and become a renowned fighter not to present himself as better than others, but to secure their interest in him because of his interest in connecting with them and becoming more familiar to them.
